Los Angeles Commercial Properties Run on Rooftop Package Units: Here's How to Keep Them Running

A rooftop package unit (RTU), a self-contained commercial HVAC system where every component is housed in one cabinet on the building's flat roof, is the backbone of most LA commercial properties.

Retail strips, medical suites, restaurants, and light industrial buildings across Greater Los Angeles depend on them. When an RTU underperforms, tenants notice before the property manager does. Mister Cool California installs, repairs, and replaces commercial RTUs across the region, with documented condition reports every time.

LA's Climate Makes Rooftop Units Work Harder Than Almost Anywhere Else

Full-sun rooftop exposure in Los Angeles is its own category of wear.

RTUs in this region sit in direct UV radiation for 300+ days a year. Summer ambient rooftop temperatures on a flat commercial roof in the San Fernando Valley or along the 110 freeway corridor regularly exceed 140°F. That heat load degrades insulation, stresses capacitors, and accelerates coil contamination with the fine particulate LA's air carries year-round.

Here's what most building managers don't realize about LA rooftop units: the economizer, the component that pulls in outside air for "free cooling" on mild days, is the first thing to fail in this environment. Actuators seize. Dampers stick open and pull in 95-degree ambient air while the compressor runs full tilt. Energy costs spike. Occupants complain about stuffy rooms. The root cause is sitting on the roof, invisible.

Mister Cool California services RTUs across the commercial corridors along the 110, 405, and 91 freeways and throughout Inland Empire cities including Ontario, Rancho Cucamonga, and San Bernardino, where flat-roof retail and light industrial properties concentrate.

What a Rooftop Unit Call Actually Looks Like

Most rooftop unit service calls reveal more than the one fault code that triggered them.

I'm Marco, one of Mister Cool California's lead commercial technicians. Here's what a typical RTU service call actually looks like.

We got dispatched to a medical office suite near the Wilshire corridor last summer. The office manager called because two exam rooms on the south side of the building felt warm and the thermostat was displaying a fault. That's how most RTU calls start, complaints from inside the building, not from the roof.

When I got up top, the RTU was a 10-ton gas/electric package unit, a rooftop package unit, meaning the gas heat section, compressor, condenser coil, evaporator coil, and air handler all live in one cabinet. The fault code pointed to a failed contactor. That's a $40 part. But the job wasn't done there.

The condenser coil was packed with debris. LA's coastal particulate and bird residue had built a layer across the face of the coil. That coil restriction was forcing head pressure up and reducing cooling capacity by roughly 20 percent, even before the contactor failed. The economizer damper was stuck in a partially open position. The filter-drier, the component in the commercial refrigerant circuit that removes moisture and contaminants, showed signs of saturation.

We replaced the contactor, cleaned both coil surfaces, recalibrated the economizer actuator, and flagged the filter-drier for replacement on the next visit.

The office manager got a written condition report covering the heat exchanger, coil surfaces, economizer function, and refrigerant circuit, not just a receipt for the contactor. That's standard for every RTU call we run. One fault code rarely tells the whole story.

Permits and licensing

The Permit Question: Yes, RTU Replacements in LA Require One

New RTU installations and replacements in the City of Los Angeles require a LADBS mechanical permit, and we handle that process for you.

LADBS stands for the Los Angeles Department of Building and Safety. For commercial rooftop unit work, that means a mechanical permit, and for larger tonnage units, a plan check before the unit goes on the roof. This isn't optional, and skipping it creates liability for the property owner.

All Mister Cool California commercial RTU work is performed under CSLB C-20 license #1143117, the California license classification for warm-air heating, ventilating, and air-conditioning. We're bonded through Nationwide Mutual Insurance Company (Bond #7901206616, $25,000 bond). You know exactly who is responsible for every phase of the project.

Tonnage selection, the cooling capacity of the unit, measured in tons where one ton equals 12,000 BTU per hour, gets calculated from your building's actual load, not guessed. RTUs typically range from 3 to 25+ tons. Installing the wrong size wastes energy and creates comfort problems that no amount of future service will fix.

Our standards

Our Standards for Every Rooftop Unit We Touch

Every RTU installation and service call follows the same non-negotiable checklist. Here's what that looks like in practice:

  • Roof curb sizing and seal: the roof curb, the structural frame that supports the RTU and connects it to your duct system, is verified for proper sizing and air-sealed at the roofline. A leaking curb bleeds conditioned air before it ever reaches the building.
  • Coil surface inspection: both condenser and evaporator coil surfaces are inspected and cleaned as part of every installation checkout and RTU service visit.
  • Economizer calibration: economizer function is tested under actual conditions. A stuck or miscalibrated economizer adds significantly to a commercial energy bill each month.
  • Gas heat section safety check: on gas-fired RTUs, the heat exchanger is inspected. A cracked heat exchanger can introduce combustion gases into supply air, a non-negotiable safety item.
  • Written condition report: every RTU visit ends with a documented condition assessment the property manager can file, share with ownership, or use for capital planning.

The project, step by step

How We Execute a Rooftop Unit Project

Three stages, in the same order, on every rooftop unit project we run.

  1. Rooftop Diagnostics

We start every RTU engagement, repair or replacement evaluation, with a full rooftop diagnostic. That includes fault code retrieval, refrigerant pressure measurement, coil inspection, economizer function test, and heat exchanger assessment for gas-fired units. We document what we find before we recommend anything.

  2. RTU Installation and Replacement

For installations and replacements, we handle equipment selection based on the building's load calculation, coordinate LADBS permit pull and inspection scheduling, and manage crane logistics for larger tonnage units. Crane placement on LA commercial properties, especially properties with limited roof access along dense commercial corridors, requires advance coordination that we handle directly. The new unit goes on a properly sized and sealed roof curb. Post-installation commissioning includes airflow verification, refrigerant charge confirmation, and economizer calibration before we sign off.

  3. Post-Service Testing and Documentation

Every completed RTU project includes a post-service startup test run under load, a written condition report covering all inspected components, and a copy of any LADBS inspection documentation. The property manager gets a complete file, not just a service invoice.

Frequently Asked Questions

The questions property managers ask before a rooftop unit visit is scheduled. If yours is not here, call and ask the crew directly.

What does a rooftop unit diagnostic and repair typically cost for a commercial property?

Pricing varies by fault type, unit size, and parts required. A standard RTU diagnostic visit covers fault code retrieval, coil inspection, refrigerant pressure testing, and economizer function, not just the item that failed. Labor for common repairs like contactor or capacitor replacement runs less than a return visit caused by a missed secondary fault. Call (323) 770-7737 for a commercial service estimate before the visit.

How long does an RTU replacement take from first call to a working system?

Most single-unit replacements are completed within one to three days. Day one covers the site assessment, load calculation, and equipment selection. Permit pull and crane scheduling follow. Installation and LADBS inspection close the project. Larger tonnage units or properties with limited roof access may extend that timeline. You receive a project schedule before work begins.

My commercial RTU runs but cooling dropped noticeably. Does that mean it needs replacement?

Reduced cooling output is usually a service issue, not a replacement trigger. Coil contamination, a stuck economizer damper, or a failing filter-drier all cut capacity without requiring a new unit. Our written condition report after every RTU visit documents whether repair or replacement is the right call, with the data to back it up.

Why does a rooftop unit need a written condition report, not just a repair receipt?

A repair receipt tells you what broke. A condition report tells you what the rest of the unit looks like. Rooftop units in Los Angeles accumulate UV damage, coil debris, and economizer wear simultaneously. Property managers need documented equipment condition for capital planning, insurance, and ownership reporting, not just proof of a replaced contactor.

What makes Mister Cool California's RTU process different from another commercial HVAC company's service call?

Every RTU visit includes heat exchanger inspection, coil surface assessment, and economizer calibration, regardless of what fault code triggered the call. Most commercial service calls stop at the fault and leave. We arrive with the parts most commonly needed on RTUs and leave with a full written assessment. All work is performed under CSLB C-20 license #1143117, bonded through Nationwide Mutual.

Do I need to coordinate the crane for a large RTU replacement, or does your team handle that?

Mister Cool California handles crane coordination directly. Placement on commercial properties, especially along dense LA corridors, requires advance logistics planning. We manage the scheduling and site prep. You confirm the project timeline and show up for the LADBS inspection at the end.
